How well did federally-funded programs perform during FY24-25? This page provides an opportunity to learn how federal funds were used locally over the past year and to share stories about their impact.
Annual Performance & Evaluation
At the end of the fiscal year, the City must prepare a Consolidated Annual Performance and Evaluation Report (CAPER) to provide information to HUD and citizens about that year's accomplishments. This information allows HUD, City officials and the public to evaluate the City's performance and determine whether the activities undertaken during the fiscal year helped to meet the City's five-year goals and to address priority needs identified in the Consolidated Plan and the Annual Action Plan. This report is made public at the end of each year and the public is invited to share comments about the perforamce of the programs. Engagement and Reporting Timeline
Every 5 years a new plan is created for our federal funding. Each year also has its own Action Plan. Before each plan is created, a community needs assessment is conducted. At the end of each year, a performance and evaluation report is produced. The timeline below outlines each of these simultaneous cycles.

A public comment period will open from Monday, November 17 to Wednesday, December 3, 2025, to receive feedback on the City’s Draft FY25 Consolidated Annual Performance and Evaluation Report (CAPER), which evaluates the annual performance and activity of federally funded programming.
