What is HOME?  

 

On July 20, 2023, City Council initiated changes to the Land Development Code to allow more housing options on properties zoned single-family (SF) through Resolution No. 20230720-126.  

The goals of the resolution include making homeownership more attainable for middle-income earners, as well as giving families the flexibility to have multigenerational housing options and generate income on their properties. The purpose of this phase is to establish a reduced minimum lot size to facilitate fee-simple ownership of one home on a smaller lot than is currently allowed. Fee-simple ownership means that the homeowner owns the home and the land under it rather than a condominium ownership structure. The regulations established in this phase are intended to be similar to the density and unit size allowances approved under the HOME 1 initiative.  

 

What are the goals of HOME? 

  • Create more housing options attainable for middle-income earners  

  • Give homeowners options to house a family member or caregiver on their property or earn passive income  

  • Increase housing supply  

  • Create walkable neighborhoods with a variety of housing types in line with Imagine Austin goals 

  • Support Project Connect transit investment  

  • Respond to climate change by reducing transportation emissions, slowing suburban sprawl, and incentivizing smaller, more energy-efficient homes 

 

Phases of the HOME Amendments  

  • Phase 1: Adopted December 7, 2023  

    • Allow up to three homes on single-family lots, including tiny homes

  • Phase 2: Review and Adoption Spring 2024 

    • Reduce the minimum lot size required to build one unit
