The Palm District is an area on the eastern edge of downtown Austin that includes many attractions and points of interest such as Waller Creek, Red River Cultural District, Palm School, Rainey Street, the Emma S. Barrientos - Mexican American Cultural Center, and the Convention Center. The area is a dynamic gateway for visitors and a cultural touchstone for Austin's Mexican American community.

The Palm District Planning Initiative will guide future development in the district, linking land use, urban design, transportation, economic development, housing, public spaces, historic preservation, cultural arts, and social equity.

Through this process, the City will partner

Through this process, the City will partner with district stakeholders and community members to develop and implement a shared vision for the Palm District, that has the potential to:

  • Build on existing plans, initiatives, and strengths
  • Create a safe place that is welcoming to all
  • Honor and celebrate history
  • Enhance educational and cultural assets
  • Provide equitable economic benefits and opportunity
  • Increase access to housing
  • Improve mobility and access
  • Improve access to nature, enhances natural systems, and support a sustainable, resilient future.
  • The City would like to hear from you as we develop a plan for the area.

Community Engagement Opportunities

A timeline of the Palm District Planning Initiative is located on this SpeakUp Austin page under "Project Timeline."

During the Visioning Stage (Spring 2021 - Summer 2021), community members will have several opportunities to share input and ideas - including virtual community meetings, surveys, and interactive exercises - resulting in the development of a draft vision and outline for the plan.

In the subsequent stages, staff will use the community-generated draft vision and plan outline to develop several scenarios for the planning area. The public will have an opportunity to review the draft scenarios and provide feedback, which will influence the final Palm District Small Area Plan.

Promise to the Public

We will keep you informed, listen to and acknowledge concerns and aspirations, and provide feedback on how public input influenced the final plan. We will seek your feedback on drafts and proposals.


Iniciativa de Planificación del Distrito Palm

El Distrito Palm es un área en el límite este del centro de Austin que incluye muchas atracciones y puntos de interés como el riachuelo Waller, el Distrito Cultural de Red River, la Escuela Palm, la calle Rainey, el Centro Cultural México-americano Emma S. Barrientos y el Centro de Convenciones. El área es un portal de entrada dinámico para los visitantes y la piedra angular de la comunidad méxico-americana de Austin.

La Iniciativa de Planificación del Distrito Palm guiará el desarrollo futuro del distrito, conectando el uso de suelos, diseño urbano, transporte público, desarrollo económico, vivienda, espacios públicos, preservación histórica, artes culturales y equidad social.

A través de este proceso, la Ciudad se asociará con las partes interesadas y miembros de la comunidad del distrito para crear y ejecutar una visión compartida para el Distrito Palm que tenga el potencial de:

  • Continuar el desarrollo partiendo de los planes, iniciativas y fortalezas existentes
  • Crear un lugar seguro que sea acogedor para todos
  • Honrar y celebrar la historia
  • Mejorar los activos educativos y culturales
  • Proveer beneficios y oportunidades económicos equitativos
  • Mejorar el acceso a viviendas
  • Mejorar la movilidad y acceso
  • Mejorar el acceso a la naturaleza, mejorar los sistemas naturales y apoyar un futuro sostenible y resiliente
  • La Ciudad desea escuchar sus comentarios mientras creamos un plan para el área.

Oportunidades de participación de la comunidad

Puede encontrar un calendario de la Iniciativa de Planificación del Distrito Palm en la página web de SpeakUp Austin bajo "Calendario del proyecto".

Durante la Etapa de Visión (primavera de 2021 - verano de 2021) los miembros de la comunidad tendrán varias oportunidades de compartir comentarios e ideas incluyendo reuniones virtuales con la comunidad, encuestas y ejercicios interactivos para producir una visión y bosquejo preliminares para el plan.

Para las etapas que siguen, el personal usará la visión y bosquejo preliminares del plan que genere la comunidad para diseñar varios escenarios para el área de planificación. El público tendrá la oportunidad de revisar los escenarios preliminares y dar su opinión, la cual influirá en el Plan del Área Pequeña del Distrito Palm final.

There are a lot of moving parts in the Palm District, from the development of Waterloo Greenway, expansion of the Emma S. Barrientos Mexican American Cultural Center, to the future of Palm School. Let us know if you need clarity on any aspects of the plan, what the plan intends to accomplish, or where you might be able to learn more.

    H i my name is Martin Teniente and I am an electric cab driver. Are there any plans to reinstate the barricades for Rainey street district? It was much easier now only for pedicabs but us ECab drivers as well to navigate through the area. There were no potential accidents from Uber or lyft drivers as well. Thsi past weekend I was side swiped by a vehicle, not in the Rainey st area, but on 4th and Colorado area. I can only imagine if I had customers getting out on that side I got hit on.     Thank you for your comments, Martin. Rainey Street is an integral part of the Palm District and one that is rapidly growing and changing. The Austin Transportation Department (ATD) completed a Shared Streets Pilot Program in March of 2020. That program included testing the barricades you mention. ATD plans to release a report on their findings soon.
